越南人是怎样解决现代电脑系统下"符号标调"问题的
我们很多发明其实都是在走"回头路"，我称之为"前电脑时代"构思。搞拼音文
字，仅仅局限于26个字母，还自认为"国际化"，肯定是不明智的。我认为，正确
的做法是"两条腿走路"，或者"多条腿走路"：（1）规范的拼写用汉语拼音符
号标调；（2）变通的做法用字母标调，继承简化的"国语罗马字"方案，没有必
要另起炉灶；（3）类似"准文"的拼法也很好，但是要简化。异拼是允许的，但
拼式要尽量简省，过犹不及。
请大家仔细看看越南人是是怎样解决现代电脑系统下的"符号标调"问题的。注意
，不是官方的规定，是和我们一样的业余研究团体的解决方案。他们还有免费的"
输入法"软件和相关的字体(font)可以下载。相信对大家会有启发。

The Vietnamese Standardization Working Group
The Vietnamese Standardization Group (Viet-Std) was formed by in the
Fall of 1989 to
promote the standardization of Vietnamese character encoding and to
monitor ongoing work
of international bodies in this regard. The group is not for profit
and consists of oversea
Vietnamese professionals and friends of other nationals. Members
cooperate their work via
the Internet and some members meet occasionally in the Silicon valley,
California, and
elsewhere.
After a long struggle spanning 1989-1991 the group finally succeeded
in requesting the two
committees on multilingual character encoding---the Unicode Consortium
and the
International Standardizations Organization (ISO)---to encode Vietnamese
characters in a
precomposed form in the same manner as other Latin-based European
languages.
By the end of 1992 the group completed the design and testing of the
8-bit VIetnamese
Standard Code for Information Interchange (VISCII) and the 7-bit
VIetnamese Quoted Readable
Specifications (VIQR). These standards are published in a report
entitled:
" Vietnamese Character Encoding Standardization Report: VISCII and
VIQR 1.1" by Viet-Std,
September 1992.

What is VISCII?
VISCII stands for VIetnamese Standard Code for Information Interchange,
an 8-bit code
standard for encoding Vietnamese characters proposed by the Viet-Std
group (Vietnamese
Standardization Working Group) in 1992. It has been implemented in
many computing
platforms, such as DOS, Windows, Unix, X-Windows, Mac, ... Click here

The VIQR Convention
VIQR stands for VIetnamese Quoted-Readable, which is a convention to
write Vietnamese
letters using 7-bit ASCII. This convention arises from the need to
exchange Vietnamese
messages in 7-bit environments such as email or the soc.culture.

Internet. For this reason VIQR is also known as Vietnet convention.
The Viet-Std Group formally finalized the VIQR convention in 1992. As an
introduction,
consider this message written in the VIQR convention:
To^i ye^u tie^'ng nu+o+'c to^i tu+` khi mo+'i ra ddo+`i\.
It can be seen that the intent is to represent Vietnamese diacritical
marks (da^'u phu.) as
ASCII characters that suggest the shape of the original accents or
tonemarks.
According to the VIQR standard, the following characters are subject
to interpretation as
Vietnamese diacritical marks:

In addition, dd stands for d bar and DD stands for D bar.
The VIQR standard specifies that a character is interpreted as a
diacritic if and only if
it can combine with the previous letter into a legal Vietnamese
character. To prevent
combination the character must be preceded by an escape character, which
is usually the
backslash ( \ ) character.
Examples:
O+ is a legal Vietnamese letter (O horn), hence + is a diacritic mark.
A+ is not a legal Vietnamese letter, hence + is a stand-alone plus sign,
not a diacritic
mark.
... mo+'i ra ddo+`i\. -- the backslash indicates the following period is
a punctuation, not
a dot-below diacritic.
Anh ddi dda^u\? -- the backslash indicates the following question mark
is a punctuation,
not a hook-above diacritic.
The complete VIQR standard specifies that a text stream is always tagged
as being in
Vietnamese mode, English mode, or Literal mode:
A sequence \V signifies that the text following it is in Vietnamese mode
and must be
interpreted according to the VIQR convention for diacritic marks.
A sequence \M signifies that the text following it is in English mode.
Only sequences
beginning with a backslash are interpreted according to the VIQR
convention for diacritic
marks.
A sequence \L signifies that the text following it is in Literal mode.
No interpretation
applies, except for the switching mode sequences \V, \M, \L, and their
lower-case
counterparts.
